Economic Assessment of All-Electric Vehicles

This note extends the analysis of Lemoine, Kammen, and Farrell's paper "An innovation and policy agenda for commercially competitive plug-in hybrid electric vehicles" (http://www.iop.org/EJ/abstract/1748-9326/3/1/014003/) to cover the case of all-electric vehicles (EVs). We pay particular attention to grid impacts, break-even battery costs, and the three ways in which EVs could dramatically change the results we obtained for plug-in hybrid electric vehicles (PHEVs). We find that EVs require much lower battery prices than do PHEVs if they are to be competitive with gasoline-fueled vehicles on the basis of expected fuel savings and purchase price. Municipal, state, and federal policies may be able to hasten adoption of EVs, and some of these policies may be desirable because conversion to electric vehicles offers lasting climatic and other benefits.
